a href="where" wraps the clickable thing. The words inside the tag are the doorknob; make them say where the door goes, not just click here.
Inside links vs outside links
Linking your own pages uses just the filename (about.html). Linking another site uses the full address starting with https://.
Links are the web
The whole web is pages holding doors to other pages. The day your pages link to each other, you have a site, not a page.
